Who is HRRS?
HRRS was born of the ideas of Christopher Prestera, JD, CPCU in 2009.
Mr. Prestera has been in the insurance business specializing in property and casualty insurance for healthcare providers for over 29 years and has owned his own insurance agency representing the healthcare industry for almost 6 years. Mr. Prestera has a law degree and has been involved in the health care industry and its regulations for many years.

Kenneth Burkhart, MD: Dr. Burkhart was a practicing physician for fifteen years and for the past twenty years has had various administrative roles in the health care field. Dr. Burkhart is the founder and owner of Serv Data, Inc, a software and financial analysis consultant to the healthcare industry.
Floyd Harper, CPCU: Mr. Harper is Vice President of Network Operations and Risk Management for Independent Living Systems (ILS). His experience includes providing services to the managed care, long-term care, hospital, and nursing home industries. ILS incorporates data from transitions, assessments, and member encounters to better serve the target populations in integrated medical home models.
David K. Smith, BBA, MEd: Mr. Smith has been in the healthcare industry for over 33 years where he has been, among other things, a President, CEO and CFO with HMOs, healthcare systems and currently his own consulting company involved in strategic business planning.
Scott R. English, MD: Dr. English has been a Family Physician in South Florida for the past 25 years. He is self-employed in his own primary care practice in North Miami Beach and has vast experience in healthcare and utilization management as a medical director for a Florida HMO and the Chief of Medical Staff at Parkway Medical Center.
